NOTICE FOR ENLISTMENT

(First Date of Publication 24 April 2025)

1. The Master General of Ordnance (Provision), Nepali Army Headquarters, invites a sealed formal application from reputed manufacturers or their authorized supplier/Distributor for the enlistment of their companies to supply the following various security items according to "Surakshya Samarik Wa Pratirakshya Samagri Apurti Garne (Dosro Samshodhan) Karayabidhi, 2075" (Security, Strategic or Defense Material Supply Procedure, (Second Amendment) 2019 A.D.) for the Nepali Army in the year 2025/26 (Fiscal Year 2082/83 B.S.).

2. The application must include the following documents/information;

Original copy of Power of Attorney/ Authorization Letter

Official document issued by the Government of the Manufacturer/Supplier/Distributor entailing that the company is the authorized manufacturer/supplier/distributor of the items including permission to supply manufactured items to the Nepali Army when the latter presents an end user certificate, when required.

Original Catalogues/Brochures clearly revealing the proper specification of the items as specified in the groups of security items. ISO Certificate of the manufacturer (In case of State-owned

manufacturer companies, those should present valid certificate from the Government concerning ISO type certificate).

Original Warranty Letter issued by the manufacturer (where

manufacturer itself is not the distributor) indicating that the manufacturer will be liable for the warranty of the items on behalf of the distributor/supplier.

Assurance Letter confirming the supply of items, after sales service, and spare parts for at least next three (3) years by the manufacturer

and supplier or as per the requirement of the purchaser.

Original Letter of Acceptance by manufacturer or Supplier (where distributor/supplier is nominated by the manufacturer) that the Letter of Credit shall be the mode of payment during the procurement

process, the currency of Letter of Credit shall be as per the rules and regulations of the Nepal Rastra Bank and that the Letter of Credit shall be opened in supplier's favor in the country of supplier from where the application for enlistment is submitted.

Self-Declaration letter stating eligibility to supply goods & services worldwide.

Notarized copy of Firm/Company Registration Certificate.

particular items with the objective of carrying out related business.

3. Applicants must submit their application along with all the required documents (properly filed) in a sealed envelope to the Office of Master General of Ordnance (Provision), Nepali Army Headquarters, and register their details on or before 1200 hours of 24 May 2025.

4. Applicants must submit following details in the application. Otherwise, application will be disqualified.

5. The applicant can authorize only one Local Agent for the supply of each type of security items to the Nepali Army. 6. In case the enclosed documents are written/printed in language other than English, the documents must be supplemented

by its translation in English (Notarized and attested by authorized officials).

7. The applicant is disqualified for enlistment if manufacturer/supplier/ distributor/ local agent is found to be blacklisted in accordance with the Public Procurement Act, 2007 A.D. and Public Procurement Regulation, 2007 A.D. of the Government of Nepal.

8. Registered applications will be evaluated by the Evaluation Committee on the basis of the enclosed documents. The evaluation committee reserves the right to disqualify those companies that have been unable to supply goods in accordance with the terms & condition of the earlier contract (s). After the evaluation, the eligible companies will be enlisted for the supply of respective the security items and will be notified accordingly.

9. The enlistment procedures will be in accordance with the Public Procurement Act 2007 A.D., Public Procurement Regulation 2007 A.D., and Security, Strategic or Defense Material Supply Procedure, (Second Amendment) 2019 A.D. 10.
