Request for Expression of Interest (EOI) for Consulting Services: Project Implementation Consultant (C - 1) of SASEC: Electricity Transmission and Distribution Strengthening Project

1. The Government of Nepal has received loan from Asian Development Bank toward the cost of Electricity Transmission and Distribution Strengthening Project. Nepal Electricity Authority (NEA), the implementing agency of the proposed project intends to apply part of the proceeds of the loan to eligible payments under the contract for project supervision consultant for supervision, implementation and management of both the project and the contract from technical and safeguard aspects for the Nine (9) sub-projects involving 400 kV transmission line, 220 kV transmission line, 132 kV transmission line, 400 kV GIS substation, 220 kV GIS substation, 132 kV GIS and AIS substation and expansion and augmentation of distribution system as detailed in Terms of References.
2. NEA ("the Employer") now invites eligible Consultant to indicate their interest in providing the services. Expression of interest (EOI) will be assessed based on Management Competence (10%). Technical Competence (80%) and Geographical Competence (10%). Based on the evaluation of EOI, shortlisted consultants will be invited to submit a full technical proposal and financial proposal through the request for proposal.
3. The details of the package are accessible from ADB's consulting services recruitment notice (http://csrn.adb.org), and interested organizations are encouraged to submit their EOI through ADB's consultant management system (registration and access through http://csrn.adb.org or http://cms.adb.org). The same information (detailed request for EOI and Terms of Reference) can be found in the office of NEA or downloaded from the web site: www.nea.org.np. The interested Consultants must provide information in the form of brochures, description of completed similar assignments, work experience in the specified areas, availability of appropriate skills among staff, etc. to show their technical, managerial and financial competence to perform the services. Such information must also include a brief description of the firm together with the organization structure and staffing. In particular, the information must include, among others, the following:
I. General and specific experience of the firm;
II. Experience of the firm in Construction Supervision of the High Voltage Transmission and substation Projects. The Consultant must provide information on jobs undertaken in the past ten (10) years giving a brief description of each job undertaken, the funding source(s), and amount of contract and information on the client/employer;
III. Corporate profile of the firm;
IV. Information on organizational strength (organizational structure, number of permanent professional staffs and number of total staffs) and;
V. Duly filled up Attachment-1 (Project Information Sheet) (given in the website).
4. The application must be responsive to the requirements mentioned above and information sought in Attachment-1. The application should be in sufficient details to be verifiable. Consultants may associate with others to enhance their qualifications. However, a Consulting firm shall submit only one (1) EOI proposal as either a single entity or a partner in Joint Venture and an associate partner shall not associate with more than one (1) shortlisted consulting firm for RFP submission.
5. The services to be provided by the firm(s) are estimated at 405 person-months of international key-experts and 1402 person-months of national non key experts. It is expected that the consulting services will last for about 54 months.
6. The bidding consultant must have more than Five (5) years of consulting experience in the high voltage (400kV or higher voltage class) transmission line and substations and in distribution system (up to 33 kV voltage class). Here, bidding consultant shall mean the
consultant who has submitted the EOI and not its parent or subsidiary company. 7. The consultant must have completed at least following consulting works within last Ten (10) years: (i) Two (2) consulting contracts of both Design/Design Review and Project/Construction
Supervision of the High Voltage Transmission Line projects including tower and tower foundation design of 400 kV or higher voltage class;
ii) Two (2) consulting contracts of both Design/Design Review and Project/Construction ( Supervision of GIS substation including SAS/SCADA and Communication system of 400 kV or higher voltage class;
(iii) One (1) consulting contract of both Design/Design Review and Project/Construction Supervision of AIS substation design including SAS/SCADA and Communication system of 132 kV or higher voltage class;
(iv) Multilateral Development Banks (MDB) funded Two (2) consulting contracts of Project/Construction supervision related to environmental and social safeguard implementation and compliance activities of transmission line projects of the 132 kV or higher voltage transmission line and or substation projects; Please note that, if the consultant has executed environmental and social safeguard implementation and compliance activities under 7(i), 7(ii) and 7(iii) then it will be
also considered for evaluation under this clause 7(iv) as well. (v) At least one of the aforementioned contracts under (i) and (ii) shall be outside the consultant's home country.
Only the commissioned projects will be considered for evaluation. Projects under construction or planning will not be considered. The Project Supervision shall mean combined work of Detail Design/Design Review, Construction Supervision, Implementation of Environmental and Social Safeguard Action Plan. In order to substantiate the aforementioned consulting contracts, the consultant shall
submit the End User Certificate from Client depicting main scope of the Contract. Incomplete or On-going Consulting Contracts will not be taken into account and hence will not be evaluated.
8 . The Consultant(s) will be selected and engaged in accordance with the ADB's Procurement Policy and Procurement Regulations for ADB Borrowers (2017, as amended from time to time) under the Quality and Cost Based (QCBS at 80:20 ratio) selection method. 9. Tentative commencement date of the consulting will be December 2025.
10. The Expressions of Interest, EOI (one original and one duplicate) shall be delivered to the address below by 12:00 hours Nepal Standard Time on or before 20 April 2025 and the electronic copy shall be submitted through CMS (online) portal of ADB on or before 20 April 2025. The EOI should be clearly marked with "Expression of Interest for Project Implementation Consulting Services for Electricity Transmission and Distribution
Strengthening Project (ETDSP)".

11. Interested Consultant(s) may obtain further information at the above address during office hours. 12. NEA reserves the right to reject any or all of the EOIs at any stage without assigning any reason whatsoever and without incurring any liability to the affected applicant(s). NEA will not be responsible for any cost of expenses incurred by the firms in connection with the preparation or delivery of the EOI.
13. The ETDSP project is funded by the ADB and other development partners. Therefore, universal procurement will apply and there is no nationality restriction.
