1. introduction

Point No. 144 of the Policy and Program of the Government of Nepal for the fiscal year 2081/82 mentions that the midday meal program will be revised to provide nutritious, fresh and quality lunch to students of the lower primary level by utilizing local products. Also, in paragraph No. 160 of the budget statement for the fiscal year 2081/082, it is desirable to make arrangements in every school to supply locally produced (home-grown), clean, nutritious, quality lunch to all targeted students at the scheduled time through a single-door system in accordance with the objective of operating a mega kitchen program in accordance with the concept of an integrated kitchen in each local level of the seven provinces in the coming year. Therefore, this Code of Conduct, 2081, has been formulated.

2. Objective of the Mega Kitchen Program

Its main objective is to ensure that locally produced, clean, nutritious, and quality lunches are supplied to all targeted students at the scheduled time through a single-door system, within the approved annual program.

3. Mega Kitchen Program Operation Process

a) In the first phase, as a model, in accordance with the concept of the Mega Kitchen Program, at one local level in each of the seven provinces

4. Basis for local level selection

The local level with the provincial headquarters will be selected to operate the program. If the local level with the provincial headquarters does not have the specified number of students (at least five thousand), other local levels may be selected. The local level and various organizations/institutions will be able to share the cost of the program. 5. Tasks of selected local levels

The amount for midday meal management will be provided to schools within the service area of ​​the Mega Kitchen Program at the rate of per student per day of school operation. After the program is implemented, the local level will have to manage the expenses for operating an integrated and centralized midday meal supply mechanism under the Mega Kitchen Program and purchasing lunch preparation and supply services, subject to prevailing laws.

In addition to the budget authorized by the Government of Nepal for the operation of the Mega Kitchen Program, it can be carried out in partnership with the local level itself and non-governmental organizations/institutions identified and selected by the local level, schools, legally established groups, and the private sector.

6. Functions of School Management Committee

The School Management Committee will be responsible for monitoring and providing feedback on whether students are benefiting from the lunches supplied to the school through the Mega Kitchen program. The School Management Committee will have to designate one teacher as the focal teacher to assist in the management of midday meals in the school. 7. Determining the Lunch Menu

The lunch menu is determined by taking the self-service menu mentioned in the Community School Lunch Procedures and Program Facilitation Manual, 2076 (including amendments) and the School Lunch Management Support Manual, 2077 (including amendments) as a reference.

Coordination and monitoring

If any ambiguity or problem arises in the context of the implementation of the program, the necessary coordination and facilitation will be provided by the committee established by the Locally Produced Nutritious School Lunch Model 2081. Program Operation and Management

Request to schools (community/institutional) and local levels regarding admission and IEMIS of students studying in alternative learning centers

Complaints have been received regarding the retention of IEMIS codes for children who have received education at various levels (1, 2 and 3) under the informal and alternative education program and have been admitted to schools. In the case of children who have not been admitted to school but have received education through alternative means, the school/local level where they were admitted should take the necessary evidence and enroll them in the appropriate class and update their details. If they drop out and later receive education through alternative means from the learning center and get admitted to schools, the IEMIS code number of the old school they were enrolled in before they dropped out should be retained. It is also requested that the facilities including lunch, textbooks, scholarships and other facilities for students studying in the alternative learning center be provided to the concerned students.

Information to all local levels and education development and coordination units regarding insufficient teacher allowance

It is known that the budget for community school teachers/child development teachers for the current fiscal year 081182 has been transferred to all local levels at the beginning of the fiscal year. In this regard, since information has been received that the salary allowance of teachers is not sufficient in some local levels, it is requested to prepare the reasons for the insufficient salary allowance in the format of the Schedule of the Program Implementation Procedure 2081/82 and send it to the Education Development and Coordination Unit of the concerned district by 2082.02.07 and verify the vacancy details received by the unit and send it to the e-mail address of this center by 2082/02/10 along with a certified soft copy and hard copy.
