Seniority and performance of gazetted first and second class (non-technical/technical) posts in the civil service

Notice of promotion through evaluation

For the following posts to be filled through promotion based on seniority and performance evaluation, in the case of civil service, prospective candidates are hereby informed to submit their applications by 2082/8/2, specifying the details mentioned in the application form prescribed by the Public Service Commission, in accordance with Section 24 G1A of the Civil Service Act, 2049 (Fourth Amendment) and Sub-section 4 of Section 14 of the Employees Adjustment Act, 2075 BS. In the case of civil service, employees who have been adjusted at the federal, provincial and local levels in accordance with the Employees Adjustment Act, 2075 BS may be prospective candidates for promotion to a post one grade or level higher than the service/group/sub-group held before the adjustment in accordance with Sub-section (4) of Section 14 of the same Act.

The application form can be downloaded from the Public Service Commission website www.psc.gov.np The concerned candidate should fill in one copy of the application form clearly and submit it to the Application Management Center for the Kathmandu Valley, Anamnagar for the Civil Service posts and the Commission offices for the outside Kathmandu Valley by the last date for submission of applications. No action will be taken on the applications received after the deadline.

The applications received in this way should be sent by the Commission offices to the Application Management Center, Anamnagar, and the Application Management Center will arrange to send the received application forms in bulk to the secretariat of the concerned Promotion Committee according to the promotion notification number.

Things candidates should consider when applying

(a) In the case of civil service, he/she must not be disqualified as per Section 22 of the Civil Service Act, 2049 BS.

(b)

While filling the application form, it is mandatory to mention the reference number received from the National Library (Civil Service). In case of educational qualifications that require equivalence, a certified copy of the equivalence determination must be submitted.

A period of service of one month or more in a subject related to the relevant service, group or subgroup in a post one grade below the post to which the application is being promoted.

A copy of the training certificate must be submitted. The details as mentioned in all the sections of the application form must be clearly stated. The last five years to be counted for evaluation while filling the application form

The name of the office that submitted the annual performance evaluation, the period of study leave and training taken in the current rank, and the details of any layoffs, if any, should be submitted on a separate sheet.

While submitting the application form, the list of documents to be attached with the promotion application form available on the commission's website should also be filled in and submitted. The application fee for R.P. First Class is Rs.2,500.- (Two thousand five hundred) and for R.P. Second Class is Rs.2,000.- (Two thousand).

Notice of promotion through performance evaluation of the posts of Officer Class II of the National Human Rights Service

The following civil service posts to be filled through promotion through performance evaluation are as per Section 21 of the Civil Service Act, 2049 BS and Rule 74 (2) of the Civil Service Regulations, 2050 BS and for health service posts, Section 26 of the Nepal Health Service Act, 2053 BS and Rule 15 of the Nepal Health Service Regulations, 2055 BS

And Rule 69 and Rules 31 and 32 of the Regulations on Service, Conditions and Facilities of the Employees of the National Human Rights Commission, 2072, prospective candidates for promotion by mid-Ashar 2082 BS are hereby notified to submit their applications by 2082/8/2 stating the details mentioned in the application form prescribed by the Public Service Commission. According to the Civil Service and Nepal Health Service Employee Adjustment Act, 2075 BS, at the federal, provincial and local levels

The employees who have been adjusted may be potential candidates for promotion to a post one grade or level higher than the service, group, subgroup in which they were in force before the adjustment as per sub-section (4) of section 14 of the same Act. The application form can be downloaded from the website of the Public Service Commission www.psc.gov.np The concerned candidate should fill in one copy of the application form clearly and submit it.

Candidates applying for the Civil Service and Health Service should submit their applications by the last date of submission to the Application Management Center, Anamnagar, Kathmandu, and the Commission's offices outside the Kathmandu Valley, and candidates applying for the National Human Rights Service should submit their applications to the Secretariat of the Promotion Committee of the National Human Rights Commission by the last date of submission. No action will be taken on applications received after the deadline.

The Commission offices will forward the applications received in this manner to the Application Management Center, Anamnagar, Kathmandu, and the Application Management Center will arrange to send the received application forms in bulk to the secretariat of the concerned Promotion Committee according to the promotion notification number.

Things candidates should consider when applying

(a)

In the case of civil service posts, they must not be ineligible for promotion as per Section 22 of the Civil Service Act, 2049 BS, in the case of health service posts, as per Section 27 of the Nepal Health Service Act, 2053 BS and Rules 68 and 69 of the Nepal Health Service Regulations, 2055 BS, and in the case of national human rights service posts, as per Rule 33 of the National Human Rights Commission Employees' Regulations, 2072 BS.

(b) In the case of posts in the civil service, the evaluation of performance, seniority, experience working in the geographical area, educational qualifications and training as per Section 24 of the Civil Service Act, 2049 shall be calculated as per Section 24 of the Civil Service Act, 2049. In the case of candidates from women, indigenous/tribal, Madhesi, Dalit, disabled and backward areas, it shall be as per Sub-section (2) of Section 21 of the Civil Service Act, 2049. If there is a period of service as per Rule 123 of the Civil Service Regulations, 2050, it should be certified.

In the case of health service positions, seniority, experience working in the geographical area, educational qualifications and training evaluation as per Rules 72, 73, and 74 of the Nepal Health Service Regulations, 2055 BS will be calculated as per Section 29 of the Nepal Health Service Act, 2053 BS. If there is a period of service as per Rule 119 of the Nepal Health Service Regulations, 2055 BS, it should be certified.

In the case of posts in the National Human Rights Service, points for performance evaluation, seniority, educational qualifications, experience in working in the geographical area, and training will be calculated in accordance with Rules 34, 35, 36, 37, 38, 38A, and 38B of the Regulations on the Service, Conditions, and Facilities of the Employees of the National Human Rights Commission, 2072.
