Notice of Promotion to the Post of Assistant Fourth Level (Non-Technical) of the Provincial Civil Service Notice No. 84/082-83

Publication Date: 2082/09/24 For the following posts to be filled by promotion, prospective candidates of the Provincial Civil Service are hereby informed to apply by filling the details mentioned in the application form prescribed by the Provincial Public Service Commission as per the Provincial Civil Service Act, 2077. The application form can be downloaded from the website of the Provincial Public Service Commission, Madhesh Province ppsc.madhesh.gov.np. The concerned candidate should fill one copy of the application form clearly and submit it to the office of the commission by the last date for submission of application. No action will be taken on the applications received after the deadline. The application forms received in this manner will be processed in one go according to the promotion notification number received by the office of the commission.

The concerned promotion committee will be sent to the secretariat in the prescribed format. Candidates should keep in mind while applying:

(a) Must have the minimum qualification for promotion as per Section 30 of the Provincial Civil Service Act, 2077 and not be disqualified for promotion as per Section 31. (b) While filling the application form, it is mandatory to mention the reference number received from the Civil Service Office.

(c) In the case of educational qualifications for which equivalence is to be determined, a certified copy of the equivalence determination must be submitted. (d) A copy of the certificate of in-service training of one month or more in a subject related to the relevant service, group or subgroup must be submitted with the application.

(e) The details as mentioned in all the sections of the application form must be clearly stated. (f) An application fee of Rs. 300/- (three hundred) will have to be paid for Assistant Fourth Level.

(g) Method and place of payment of application fee: The candidate should submit the application by attaching the original bank voucher copy of the application fee paid in his/her name to any bank of his/her choice among Rastriya Banijya Bank Limited, Account No.: 100010020001000 or Nepal Bank Limited, Account No.: 2710200000100100001, keeping the office code of Provincial Public Service Commission, Madhesh Province, Janakpurdham: 2100117012 and Revenue Heading No.: 14224 (Examination Fee).

(h) Last date for submission of application: 2082/10/14 and up to 2082/10/21 after paying double fee

Janakpurdham. For Assistant Fourth Level, an additional fee of Rs. 300/- (three hundred) and for each additional category/group thereafter, an additional fee of Rs. 150/- (one hundred and fifty) will have to be paid.

Last date for submission of application:-Candidate's age limit:-

2082/10/14 and by paying double fee till 2082/10/21 and having completed 18 years of age by 2082/10/14 and not exceeding 35 years in the case of male candidates and not exceeding 40 years in the case of female candidates. Not exceeding 40 years in the case of engineering services, agricultural services, forest services and health services. There is no age limit in the case of incumbent permanent civil servants.

Method and place to pay the application fee: After submitting the form through the commission's online application system, click on My Application and then All Applications. Then click on the Pay Button of the advertisement you have applied for. In the bank option, select Rastriya Banijya Bank or Nepal

You can pay by selecting Bank Limited and selecting one of the options Online/Offline Payment. To pay fees through Online Payment: After selecting Rastriya Banijya Bank or Nepal Bank Limited, select Online Payment and click on Next.

Then, the amount can be paid by connecting to IPS. Candidates making online payments can make the payment immediately using one of the designated wallets.

To pay fees offline: After selecting Rastriya Banijya Bank or Nepal Bank Limited, select Offline Payment and click on Next. Then, click on Click here, download and print the voucher, and then go to the concerned bank along with the same voucher and pay the specified amount.

Once an application has been submitted in any advertisement, it is not possible to make any changes or corrections to the same advertisement again. Application fee payment period: - The prescribed examination fee or double fee must be paid by 2082/10/21 at the latest.

Documents to be uploaded:

The candidate will have to upload the documents specified in the advertisement including educational qualification, training, experience (in the form prescribed by the Commission), business license certificate, inclusive group opening document and other documents in PDF format at the designated place of the online application system. All candidates will have to scan their photograph, signature and citizenship certificate and upload them in JPG format. The candidate himself will be fully responsible for the details mentioned in the application. The pre-interview examination schedule and the date of the interview will be informed when the results of the written examination are published.

Minimum qualifications and minimum educational qualifications required for open and inclusive provincial civil service:

(A) Assistant Fourth Level (Non-Technical/Technical) (Service, Group, Sub-Group): Provincial Civil Service

Must not be disqualified as per Section 16 of the Act, 2077 BS and must have attained the following minimum educational qualifications.

1) Administration Service, General Administration Group:- S.L.C from a recognized educational institution. Or pass the same. 2) Administration Service, Accounts Group: S.L.C. from a recognized educational institution with a specialization in Mathematics or Law or optional accounting subject. or pass as such.

3) Engineering Services, Civil Group, Sanitary Sub-Group (Kha.Pa.S.T.):- Passed S.L.C. or equivalent from a recognized educational institution and enrolled in Drinking Water and Sanitation.

Trained in the subject or have 2 years of experience in a related subject.

4) Agricultural Services, Fisheries Group: S.L.C from a recognized educational institution. Passed minimum one year J.T.A. (Agriculture or Animal Science) trained or taking Agriculture or Animal Science subject TSLC. passed

5) Agricultural Services, Veterinary Group: S.L.C from a recognized educational institution. Passed minimum one year J.T.A. Trained in Animal Science (Animal Husbandry, Animal Health).

or TSLC with Agriculture (Animal Husbandry, Animal Health) subject. passed 6) Agricultural Services, La.Po. & Day Group: S.L.C from a recognized educational institution. After passing minimum one year J.T.A. (Veterinary Science, Animal Husbandry, Animal Health)

Trained in the subject or passed TSLC with Agriculture (Animal Husbandry, Animal Health) subject. Health Service, Health Inspection Group (Cold Chain Assistant Post): Passed A.H.W. or C.M.A. Course from a recognized educational institution.

7) Note: The educational qualifications prescribed for various categories of various groups in various cases for agricultural services published in the Gazette dated 2069.8.25 will not be applicable to civil servants who entered the service before the publication of this notice and the provisions mentioned in the previous rules will apply to such civil servants.

Note: In case of academic qualification obtained through grading system, the candidate must have obtained a grade point average of 1.6 or above. Special instructions regarding additional documents and experience to be submitted by the candidate:

Candidates who wish to apply should prepare and submit the following documents at the time of application. After being selected for the interview based on the results of the written examination, they should bring the original copies of such documents along with their self-attested copies of the gray certificates when they come for the interview. If the candidate does not have the mentioned documents at the time of application, the application may be canceled at any time. Additional documents and experience required for candidates applying for inclusion:

(a) In the case of Madhesi: A document certified as Madhesi by an institution as specified by the Provincial Government by publishing a notice in the Provincial Gazette, but until such time as the institution is specified by publishing a notice in the Provincial Gazette, a document certified as Madhesi by the Chief District Officer on the recommendation of the head of the concerned local level. (b) In the case of Dalit: In the case of a caste listed by the National Dalit Commission, on the basis of the same list, but if there is more than one surname within the caste listed by the National Dalit Commission, a document certified as a surname within the listed caste by the Chief District Officer on the recommendation of the head of the concerned local level.

(c) In the case of Muslims: In the case of a caste listed by the National Muslim Commission, on the basis of the same list, but if there is more than one surname within the caste listed by the National Muslim Commission, a document certified as Muslim by the Chief District Officer on the recommendation of the head of the concerned local level.

(d) In the case of indigenous/tribal people: In the case of a caste listed in the Nepal Indigenous/Tribal Peoples Upliftment National Foundation Act, on the basis of the same list, but if there is more than one surname within the caste listed in the Nepal Indigenous/Tribal Peoples Upliftment National Foundation Act, a document certified by the Chief District Officer as a surname within the listed caste on the recommendation of the head of the concerned local level.
