Notice of promotion through seniority and performance evaluation of Gazetted Civil Service Third Class and National Human Rights Service Officer Third Class, Branch Officer or similar (non-technical) posts

For the following posts of Gazetted Third Class (Non-Technical) to be filled by promotion on the basis of seniority and performance evaluation, as per Section 24 G1A of the Civil Service Act, 2049 (Fourth Amendment) and Sub-section 4 of Section 14 of the Employees Adjustment Act, 2075 BS and in the case of the National Human Rights Service, as per Rules 31 and 32 of the Regulations on Service, Conditions and Facilities of the Employees of the National Human Rights Commission, 2072 BS (with amendments), prospective candidates are hereby informed to apply by 2082/9/29, specifying the details mentioned in the application form prescribed by the Public Service Commission.

The application form can be downloaded from the Public Service Commission website www.psc.gov.np The concerned candidate should fill in one copy of the application form clearly and submit it.

Applications should be submitted to the Application Management Center, Anamnagar for those in the Kathmandu Valley and to the Commission's offices for those outside the Kathmandu Valley, and to the Secretariat of the Promotion Committee of the National Human Rights Commission for those in the National Human Rights Service, within the last date for submission. No action will be taken on applications received after the deadline. Applications received in this manner for the civil service should be sent by the Commission's offices to the Application Management Center, Anamnagar, and the Application Management Center will arrange to send the received application forms in bulk to the Secretariat of the concerned Promotion Committee according to the Promotion Notice Number. In addition, applications received for the National Human Rights Service will be managed by the Secretariat of the Promotion Committee of the National Human Rights Commission.

Things candidates should consider when applying

(a) As per Section 21 of the Civil Service Act, 2049, one must have completed the minimum period of service required to be a candidate for promotion and must have attained the educational qualification.

(b) Must not be ineligible for promotion as per Section 22 of the Civil Service Act, 2049 BS.

(c) Must have fulfilled the qualifications as per Rule 76 or Rule 88 of the Civil Service Regulations, 2050.

(d) While filling the application form, it is mandatory to mention the reference number received from the National Bookstore (Civil Service).

(e) In the case of educational qualifications that require equivalence, a certified copy of the equivalence determination must be submitted.

(f) In-service training of one month or more in a subject related to the relevant service, group or subgroup in a post one grade below the post to which the application is being made.

A copy of the certificate must be submitted.

(g) The details mentioned in all the sections of the application form must be clearly stated.

(h) While filling the application form, the name of the office where the performance evaluation of the last five years was submitted, the period of study leave and training taken in the current rank, if any, and details of any absences, as well as a checklist of documents to be attached with the promotion application form, should be submitted on a separate sheet.

(i) An application fee of Rs. 1,200.- (one thousand two hundred) will have to be paid.)
