Assignment Title: IT Consultant

The University Grants Commission has received financing from the World Bank toward the cost of the Nurturing Excellence in Higher Education Program, and intends to apply part of the proceeds for consulting services.

The consulting services ("the Services") include the assisting UGC/HEI's in policy and operation level IT management activities, updating digitalization and implement IT friendly functions.

The University Grants Commission now invites eligible "Individuals/Consultants" to indicate their interest in providing the Services. Interested Consultants should provide detailed curriculum vitae demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:

At least a Master's degree in IT or equivalents with at least 5 years of experience as IT manager/team leader/developer or similar tasks.

Have an experience working with .Net Core, API, Database and server administration

Experience and proven ability in dealing with academia in IT and system analysis and design and online/blended programs, its software system being used in Nepal and areas of potential growth.

Preferable experience: Good understanding about Nepal's higher education system including functioning of its Education Management System (EMIS).

The attention of interested Consultants is drawn to Section III of the Procurement Regulations for IPF Borrowers Fifth Edition September 2023 ("Procurement Regulations"), setting forth the World Bank's policy on conflict of interest. A Consultant will be selected in accordance with the Individual Consultant's Selection method set out in the Procurement Regulations.
