Recruitment of GBV Service Provider

1. The Government of Nepal has received financing from the World Bank toward the cost of the Institutionalizing GBV Response in Nepal Project, and intends to apply part of the proceeds for consulting services.

2. The consulting services ("the Services") include recruitment of a GBV Service Provider (NGO) that specializes in GBV prevention and response, and which will be responsible for supporting the project in the implementation of project activities. The overall objective of the GBV SPs will be to support the operational activities to address GBV through integrated services for the most vulnerable women, girls, and GBV survivors at all levels from federal, provincial, and local government and community towards strengthening the immediate response services of the government. The GBV Service Provider serves as the primary technical expert and coordinator for all aspects of project technical interventions and plays a central role in ensuring coordination at federal, provincial, and local levels for effective implementation. In coordination with and support of PMU, PIU, GBVRCC, and the municipal platforms, the GBV service Provider will support the PMU in implementing activities at all three levels of the government. The duration of the Consultant's services will be upto 24 months. The NGO's team will include 4 Key Experts having work experience in Nepal with familiarity of local culture and language. Key Experts (68 pm) and 7 Non-Key Experts (132 pm) (excluding those required for consultant's administrative, clerical and office staff). The expected start date of assignment will be January 2026.

4. The Institutionalizing GBV Response in Nepal Project, Project Management Unit (PMU) now invites eligible NGOs ("Consultants") to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:

c) Technical and Managerial Capability

The duration of contract award, contract amount and description of the assignment shall be clearly stipulated when mentioning as a work experience. Key experts will not be evaluated at the shortlisting stage.

5. The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank's "Procurement Regulations for IPF Borrowers" July 2016 [5th Edition, September 2023], setting forth the World Bank's policy on conflict of interest.

6. Consultants may associate with other NGOs to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

7. In case of JV, all the JV partners shall preferably have 10 years of experience as an NGO and at least five years of track record of experience in delivering GBV prevention and response projects.

8. A Consultant will be selected in accordance with the Quality and Cost Based Selection (QCBS) method set out in the Procurement Regulations.
