Chief Minister's Notice regarding the operation of the Dalit Income Generation Promotion Program!

As the Karnali Provincial Government is going to run the following programs to develop the income-earning capacity of the poor, unemployed and disadvantaged Dalit community by modernizing their traditional professions or businesses, interested Dalits, Dalit communities and cooperative organizations within Salyan district who wish to participate in this program are requested to apply to the Industry and Consumer Interest Protection Office, Salyan, by attaching the following documents within 15 (fifteen) days from the date of first publication of this notice. This notice has been published in accordance with Sub-section (2) of Section 8 of the Chief Minister's Dalit Income-Earning Program Operation Regulations 2080.

Required documents
1. Required documents for skill development training program
a) Nepali citizenship certificate or national identity card
b) Recommendation from the local level stating that the candidate has resided within the relevant constituency for at least 6 months, has not benefited from a similar program, is a poor citizen, and has traditionally practiced a profession.
c) Application as per Schedule-3 of the Regulations.
d) Proof of involvement in a traditional profession or business for the skill development training program and a commitment letter to engage in an income-generating business after training
2. Required documents for the Material and Infrastructure Assistance Program:
a) Nepali citizenship certificate or national identity card.
b) Recommendation from the local level stating that the candidate has resided within the relevant constituency for at least 6 months, has not benefited from a similar program, is a poor citizen, and has traditionally practiced a profession.
c) Copy of business plan, cost sharing proposal, business registration certificate and tax payment certificate as per Schedule 1 of the regulations.
d) Business proposal for the construction of machinery, equipment or infrastructure necessary to modernize the profession and business. f) Project proposal for the construction of infrastructure necessary to organize Dalits and systematically conduct collective production and income-generating activities.
g) Project proposal for the purchase of necessary materials or equipment and establishment of industries by beneficiaries who wish to join employment after receiving skill development training.
h) Shared cost proposals related to cooperatives, partnership industries or businesses that will help beneficiaries organize and conduct income-generating activities at a collective level.
j) In the case of group beneficiaries, a copy of the group decision and a list of members, each group comprising at least fifteen beneficiaries from different households.
j) Commitment to continue the profession or business.
K) Industries/entrepreneurs who received grants in the previous fiscal year 2081/082 will not be included.
3. Documents to be submitted for the Financial Access Assistance Program:
a) Cooperative organization's registration certificate, bylaws, latest audit report and tax payment certificate. b) Business plan as per Schedule-1 of the regulations and commitment as per Schedule 4.
c) Copy of the decision of the general meeting or board of directors of the cooperative organization to receive the seed capital amount and mobilize it to the maximum in the income generation program.
d) A document detailing the scope of work, financial capacity, number of shareholders and organizational structure of the cooperative. e)
Written commitment to continue the profession or business.
4. Documents required by individuals for the Financial Access Assistance Program:
a) Nepali citizenship certificate or national identity card.
b) Application as per Schedule-3.
c) Copy of business plan, cost sharing proposal, certificate of training in the relevant profession or business, business registration certificate and tax payment certificate as per Schedule-1 of the procedure.
d) Business proposal for construction of machinery, equipment or infrastructure necessary to modernize the profession or business. e) In the case of group beneficiaries, a copy of the decision of the group, each group comprising at least fifteen beneficiaries from different households, and a list of members.
f) Commitment to continue the profession or business
Note: Application forms for the mentioned programs and other forms will be available free of charge from this office. No action will be taken against documents submitted after the deadline or before the due date.
